The texture of the beards you show does look like the marks we see in this image.
However, the more I look at it, the less likely it seems that facial hair would be depicted so far away from the face.
Whether we consider the yellow part as hair or as a hat, the cheeks and jawline are depicted as completely smooth, and the marks are well away from it.
This is why I thought of sidelocks, which hang to the side of the face, rather than sideburns or a beard, which are directly on it.
I think we have yet to find a good explanation for the additional marks on this image, although I do think so far the best candidates are accessories.

If you look at it long enough, though, you can see the circles as blank space and the "beard" as a large tripartite collar. But I still prefer an iterpretation of the circles as meaningful.

The problem with all interpretations is that the circle around the figure seems to cut out some information. As if we only get to see a small, round selection of a full figure?
I see what you guys mean about the collar. It may be so.

Adding to the possibility of sidelocks, I want to share a document which I found to be of interest, about the myth of the face of Jacob in the Moon:

See especially pages 238 and onwards, where the origins of the medieval tradition, its development in 12th and 13th century Rhineland and into the 15th C texts, is described in detail.
Also I found the association of the moon with the letter Kaf (p. 242) interesting, as the semi-circles beneath a posited Jacob could be that letter (made to be like two waxing and waning half-moons?).

From a very old calendar. I thought it was interesting that the embellishment looks like wing-whiskers. It seems to be both part of the man and part of the decorative creatures. Date of manuscript not listed, but perhaps around the 11th or 12th century.
MarcoP just posted a tapestry image on the "pipes" thread, but I couldn't help noticing that it too has "objects" (in this case "wind pipes") emanating from the bottom corners of the face (I've cropped it). They're not drawn like the VMS face, they extend all the way to the mouth, but it reminded me that there are many things that can extend from a face:

I was thinking along exactly these lines. If there's a sun and a moon with a face, why not also Earth with a face.

And in the same document, ignore the details for a moment and look at the basic design of the scepter. I've always wondered if the three-pronged "thing"(not the one that looks like a loaded spindle) discussed in the other thread was a scepter:
