Remember that there are 19 different tables in the manuscript.

I think it depends on when the lunar cycle starts for that table. For example, if it begins on January 20th or on January 1st, the calendar will be different, since the following 29 days of the lunar cycle would fall on different dates and could even occur twice within the same month. 

What I don’t understand is why, if a lunar cycle lasts 29 days, they used only 19 tables.

It appears to be a pseudo-astrological divination system (similar to some kinds on geomancy, where you draw a fake astrological diagram/horoscope). I don't understand the details, but it seems that you need to select a location on your hand based on fig.XXV.

19 locations are marked on the hand:
1 nail+2 phalanxes for the thumb, (1 nail+3 phalanges) *4 fingers = 19

That makes sense. So the system could be purely astrological rather than pseudo-astrological. Counting on the 19 locations on the hand could then be an analogue system to get year-number-mod(19) and select the right table for the current year.
