Even if we still entertain the possibility that "p" might be equivalent with "ke" and "f" with "te"...
We should not assume that "ke" is the 'correct' form, and "p" a variant to be used when there is space.
It could be the opposite: "p" is the 'correct' form and "ke" a verbose form when there is less space.
This does two things:
1) It does not reduce the alphabet size.
2) It could explain why there are cases of "kee" and no "pe". These "kee" would be something else, not derived from "pe".
I'm not betting any money on this, but just wanted to point this out.

Sometimes I wonder what it's like when someone thinks in German and writes in Latin.
As in my example, ‘y’ only appears once in my dictionary. But when writing a proper name, it is necessary.
That would include the letters (in Latin) ‘K, J, Y, W, Z’.
Only used for proper names. Therefore also less common.
