But Jorge, don't you think these 2 figures have unusually short legs? I think it's the opposite. The artist had to draw a person standing on a tube or whatever that is. He again starts at the upper circle, and though he draws them a bit smaller, midway he realizes he has not enough space for the tube. So he had to shorten the legs.
He could have easily made them reach the lower circle with a longer dress and longer legs - like the rightmost nymph that's not standing on a tube.

In this case I also don't think it's a psychological issue, in contrast to the odd plants and rosettes. The source imagery probably had just that. Persons neatly matched between 2 circles. Of course it's more aesthetically pleasing to not have them float around randomly.

Yes, but, as I see it, those two were meant to be kids, so they had to be shorter.
