One cannot say much about the whole collection, because there are many very different types of "hidden texts" there.
The first thing you should do is separate
- "definitely words or letters written in ink" (and separate "Voynichese" from "Latin"),
- "detached bits of brown ink that could be writing"
- "plants, stains, and paint splotches shaped like letters"
Even within each of these categories there may be different explanations for each case.

As Jorge says your "collection" is a mixed bag.
1)
Some are real text in Latin script. They seem to be markers of colors. Such things appear in a lot of other manuscripts

The interesting thing about them is that they appear in first 20 pages or so and then completely dissappear. There is a theory that the artist was mindlessly copying them from some source until some boss noticed it and told him not to do so

Some are most probably
pareidolia - random blobs that our mind tries hard to interpret as letters
3)
Voynich "L" that puzzles you is the way people at some moment wrote "4" number. And "9" was a scribal abbreviation for "us". So the text means
4us - the same as
4th in English and is the number of quire

Taking a look a f2r, are these text/images or are they pareidolia? To my eye it clearly looks to be faded text, different from the other leaves.

I see something like "orer" next to the more obvious voynichese, and my english/dutch speaking eye wants to make the middle into , "Tripish", "Tropish" or "Tropesh". I also see what looks like an ornamental A at the bottom, but I don't know.
Once I saw a bird in a nest, i couldn't unsee it and couldn't resist pointing it out
Maybe the plant is a tree?
(The bottom images are the same image imposed over itself, with contrast and brightness on the top layer being adjusted)
The top one is definitely real although voynichese.com doesn't mark it.

This would be a word in Voynichese but a very weird word
As for the others I am not sure. Maybe there was something but it was erased??? Where is that ultraviolet lamp when we need it?
