The text which is readable above the  image is interpreted from me as follows:
malher althae= Mallow or althea officinalis

Further from the readable part one can distinguish explanation in Czech language which is as follows:
"kuož hojt vižltennija"

heals the yellowing of the skin
Afterwards is not readable anymore..

The user/owner of the book had made explanatory notes , but most of them are deleted.
He was very professional -most probably a high positioned in the court physician.

The meaning of the words is: "malher alber lucrez" and indicate the name of the painter.
The little stroke on top of the c is a common abbreviation for the syllable "re".
In Standard German now: Maler Alber Lucrez

I am sorry, but this is the name of the plant and has nothing to do with painters!!!
The painter is Jacobus de T. (maybe). I have a proof from the text and do you have any?
