Yes, even if the prize committee were to make a preliminary selection, it would first have to deal with every submitted work, even the most absurd ones.
And then You are not allowed to view links. Register or Login to view. comes to mind.
I think there could be criteria for submission for the prize such as requiring the written endorsement of one(or maybe more) bona fide academic(s), other than themselves, in a field related to the Voynich manuscript. In addition, there could be a requirement of having a paper on their Voynich decipherment published in a reputable and relevant journal.

These would not eliminate all false solutions from being submitted; Cheshire had his paper published in a reputable journal and Tucker/Janik had some endorsement from other academics. However these requirements would significantly reduce the number of non-solutions submitted for the prize. And as with the Riemann Hypothesis Prize there will always be false solutions submitted even from very reputable academics, but these should not present a problem.
It is quite common that prices are offered for the decoding of text. Here is a current example how something like this could look like (but in my opinion this is not transferable to the VMS):

Just to clarify, it's not up to me or Koen or anyone else to "decide" if we have a solution or not.
The forum is here to allow anybody to discuss Voynich research in any reasonable shape or fashion, within the rules.
If you want to present your own solution, you are free to do so, as long as you stick to just one thread (no butting into other threads with your "solution").
Anyone else is free to, politely and cordially, comment upon your solution in your thread and you can defend yourself. If anyone starts flaming or being rude, they will be warned and banned if necessary.
But no solution is censored or promoted by this forum.
It is up to the majority of users in this forum to decide whether a translation is a genuine one or not. Although I suspect that a real translation may well be outside the capabilities of many of us to recognise.

If there were a prize then there would be a prize committee, I would have thought from the Beinicke and/or Yale, though other academic experts may be suitable, who would decide if they thought someone would merit receiving the prize. I think a solution could be referred to them if it satisfied criteria such as those I mentioned before or if there was some degree of support for it from ordinary researchers.

Whilst it is democratic, I am not sure whether that is the best way for the validity of a solution to be determined. There has been quite a lot of popular interest in or support by the public for certain theories, though it is true not in the forum, such as Cheshire's theory or the Ardic Turkic theory.

This is in a nutshell the prize problem. Excellent synthesis Davidsch!

 I’m sure if a real solution will be released and largely accepted by Voynich community, including academics, some prizes will be directed to the author(s). Difficult to predict what kind of, how many and how much money will bring (if any).
Finding a solution, maybe after years of unpaid research, it would be intrinsic rewarding for the author(s) (the satisfaction to do it, to be the first to access the information or/and to become recognized and renowned if you are looking for). Rene Zandbergen wrote a “do and don’t” list for the case one has a solution.
Once the solution is published and accepted, some peoples and companies will take advantage to make some money by publishing the VMS’ deciphered version, producing a documentary movie about (National Geographic, History Chanel etc) or even a movie (Disney, Netflix, etc).

My questions are: Is that fair? How can the author(s) protect the solution against any unauthorized use? Can the solution be protected by Intellectual Property (IP) rights? How about the valuable and significant contributions of other researchers to the solution, including many hard-working Voynich enthusiasts writing on this website?

I think the chances of any kind of protection are pretty bad. It would not be the first time that other people earn money with foreign, intellectual performance.  It would also not be impossible that some copycats appear on the scene, who claim they have also found this solution, independent of the real author(s).
Each research activity consists of 5 stages:
1. hype.
2. confusion.
3. Searching for the perpetrators.
4. Punishing the innocent.
5. Rewarding the uninvolved.
In my opinion, the solution to the MS408 code is in the fifth step.
