I'm not a specialist in magic to distinguish between astral and divine, but the fact that they stand on cloudbands suggests their unearthly origin.
And it's not just that Anton. In the Quire 13 we see the color blue often at the top of the page, but the color blue was not normally used to represent water but the sky. The water was green. It is as if the water came from the blue sky and the ladies went down the pipes filled with water.
   
  I am sure that with a correct iconographic interpretation our understanding of the VM would advance a lot

... would you have the location of the illustration you posted? It is referenced as "Ms CLM 337", but I could not find it online. What manuscript is this?

Edited to add: It seems to be from this copy of Dioscorides, De materia medica Clm 337, parchment, ff. 177, in Bayerishe Staatsbibliothek, München. But I could only find a black and white copy here: You are not allowed to view links. Register or Login to view. But I still can't find the image... do you think this is the ms.?

It's f131r.  Here is a link to where the clip came from.  It's from The MacKinney  Collection of Medieval Medical Illustrations.  The collection has 13 folios in color.  On the Bavarian State Library site, only a black and white microfiche of the full manuscript is available.

This is really, really early -- estimated 10th century.  It is a five "book" version of Dioscordes' De materia medica.
