If the text were meaningless, do you think the scribe would crowd the letters up against the plant as happens here?

Why not just leave out the letters or tokens that don't fit?

Or is this an unusual instance of the drawing being added after the text?

If that is the case, we must question all pages though. The main argument for the text being added after the drawing is that the text follows an irregular space.
I think there are too many reasons to believe that the text of the Voynich is not completely meaningless. Though as I have stated elsewhere that does not mean that there is not some meaningless text intermixed with the meaningful text.
