Regensburg comes up regularly in VMS research. It was a major publishing center and meeting place of scholars. If the VMS author traveled (which I think is quite likely) and/or had access to libraries (this also seems probable given the variety of influences in the VMS), then it's highly probable that the person would have seen manuscripts created in Regensburg.
