The description is ambiguous, but a little digging makes it all clear: It was made in Hungary by Italians.
As Meta Harrsen of the Pierpoint Morgan Library confirms, Morgan 360 and the Nekczei Lipocz Bible at the Library of Congress were both made by the same Bolognese artists, invited to the court of King Charles Robert.
