Exactly: this is precisely the underlying question behind my little experiment.
Other than the hypothesis you presented, I see the following, keeping in mind that the illustrations were done before the text was added:
1) the stars are not actually labeled by the labels. The artist originally just drew a circular field of stars. This suggests that the labels here are not labels, but that this is a text that is disguised as labels by its placement amidst a field of stars.
Here are the labels presented as a continuous block of text (as per voynichese.com). Almost all the labels in the circle are actually placed like lines of text, which is weird in itself and can also be observed in the 68r1 star labels.

2) the labels are labels, but there was a miscommunication between artist and scribe. The artist was supposed to draw a circle of stars with 24 stars inside but instead produced one with 36. The scribe ended up with more stars than he needed to label.
